Raise your objections to 'Cornerstone' attempting to override Wolverhampton City Council(WCC) - strongarming South Staffs Golf Club and Tettenhall residents' views who have called for rejection of plans for a 5G mast on Codsall Road, Tettenhall.
Representations on your objections are required by 6th August, details are below.
Cornerstone is the 02/Vodafone joint venture to share telecoms infrastructure. In response to WCC rejecting their planning application for a monstrous 5G transmission mast, they have now appealed to Bristol Planning Inspectorate to enforce a 3rd party companies wishes over those of residents, local councillors, WCC and the land owner - South Staffs Gold Club.
Tettenhall Community Forum volunteers have been leafleting this week concerning the appeal, which we are calling upon all Tettenhall residents to support through a representation of their objections (to reject the appeal by Cornerstone and uphold WCC planning refusal).
We are also supporting the landowner, South Staffs Golf Club who are being strongarmed by Cornerstone. The club do not want this installation on their land but have been sent 'Wayleave' (Lease) contractual documentation that Cornerstone state is privileged and may not be shared, but are trying to enforce being signed. South Staffs Golf Club have not agreed to this and should formally reject this wayleave contract now.

CAUSES FOR OBJECTIONS
Tettenhall District Community Trust and the Community Forum have highlighted the following main reasons to object, which include information from Wolverhampton City Council and their original objection to the planning application.
1. Unavailability of original planning documentation on WCC website. Given the scale of the installation it is unclear whether this is a cell access mast, or a transmission/infrastructure installation. The design is inappropriate for a cell access mast and if for transmission the design should require a more appropriate placement within the area.
2. Unspecified works and impact to trees, affected rural character, plans are not accompanied by an Arboricultural Impact Assessment
3. Conservation issue with the trees given their importance for the aesthetic
4. Proximity to residences - siting next to residential dwellings on Tyninghame Ave / Codsall Road
5. Significantly out of keeping with the character and heritage of the area
6. Not in compliance with the requirements of Tettenhall Neighbourhood Plan policies on maintaining local character
7. No meaningful consultation with residents or Tettenhall District Community Trust
8. Already a cluttered street scene in local area with phone masts - 3 in the close vicinity which provide plentiful phone signal
9. Restrictive and strong arming tactics used with land owners South Staffs Golf Club (SSGC). SSGC have not agreed to a wayleave agreement and state that they do not want the installation on their land. A communications code agreement containing wayleave has been sent to SSGC but contains protected statements preventing the documentation being shared with the Tettenhall District Community Trust, and local residents. Full transparency should be applied and land owner's rights
respected.
The Tettenhall District Community Trust requests the rejection of this appeal, upholding the Local Planning Authority determination to reject the planning application.
Further, we request the right to speak at committee, or hearings, and to attend on site should there be attendance or site inspections in person by the planning inspectorate for their hearing of the appeal.
COMMUNICATIONS CODE NON-COMPLIANCE
In addition to our list of objection issues, we are calling upon Cornerstone to apply the Communications Code with Wolverhampton City Council , and for residents to include the following in their representations. The City Council have already rejected this and agree there was no consultation. The issue here is non compliance with communication code requirements "with a view to identifying opportunities to avoid and minimise adverse landscape impact of proposals for new poles and cabinets." This clearly hasn't happened and Cornerstone are seeking to force their will on South Staffs Golf Club , and enforce their placement without meaningful discussion on appropriate designs or alternative placement.
The communication code placement guideline 2016 states as follows:
"Code Operators should initially offer to discuss the application of this Code of Practice with relevant planning authorities (eg local authority, National Park authority etc) in relation to their proposed network deployment programme with a view to identifying opportunities to avoid and minimise adverse landscape impact of proposals for new poles and cabinets. Once detailed proposals are prepared, and in addition to the required documentation, some authorities may then request site visits to discuss apparatus location, others may additionally request a drawing showing proposed apparatus locations."
